Keegan Linscott & Associates is pleased to announce the promotion of Rachel Karlan as Director, Government Contract Services, Melissa Seida as Director, Audit Services, and Sean Tanner as Director, Consulting Services. Rachel, Melissa, and Sean will be joining Bret Berry, Carla Keegan, and Chris Linscott at the leadership level, continuing the firm’s legacy into the future.

Rachel is a Certified Public Accountant with over 15 years of professional experience, including 11 years of public accounting experience. Rachel specializes in providing audit services in accordance with the Federal Acquisition Regulation (FAR) and Government Auditing Standards (GAS) to a wide variety of clients including governmental agencies, architectural and engineering firms (A/E firms) and not-for-profit organizations. Rachel’s experience serving governmental agencies and A/E firms includes extensive involvement with the Arizona Department of Transportation, North Dakota Department of Transportation, and architectural and engineering industry clients. She is experienced with and specializes in performing indirect cost rate audits and incurred cost (project) audits in accordance with the FAR, Cost Accounting Standards, AASHTO Uniform Audit & Accounting Guide, and GAS.

Melissa is a Certified Public Accountant (CPA) with over 13 years of public accounting experience. Melissa specializes in providing audit and other assurance-related services such as reviews, compilations, and agreed-upon procedure engagements to not-for-profit, government, manufacturing, and housing entities. She also specializes in performing compliance audits in accordance with the Single Audit Act and the Uniform Guidance. Melissa’s expertise and experience allows her to take a client-focused, risk-based approach to the audit of financial records, which results in the effective and efficient execution of an audit project that is value-added to our clients. Melissa firmly believes in doing things right and has a passion for helping others.

Sean is a Certified Public Accountant (CPA), a Certified Insolvency and Restructuring Advisor (CIRA), and a Certified Fraud Examiner (CFE) with more than 17 years of public accounting and industry experience. A few of Sean’s notable areas of expertise include mergers and acquisitions (buy and sell), litigation support, forensic accounting, strategic planning, including the development of business plans and projections, bankruptcy support, corporate finance, and the implementation of complex IT solutions. Sean has served on several not-for-profit boards over the course of his career, including Big Brothers Big Sisters and The Oldham Project, and currently serves as a Board Member and the Treasurer for the Arizona Justice Project.
